The local 3-pack is decided by three things: relevance, distance, and prominence. Most owners only optimise for distance, which is the one signal they cannot change.

Relevance is set by your primary category, services list, and the words on your website. Prominence is set by reviews, citations, and inbound links. Both are fully in your control and both are where compounding rankings come from.
